ELECTION DAY IS TUESDAY, NOVEMBER 7, 2023

Municipal Elections in the City of Westminster are non-partisan, meaning candidates for office do not declare a party affiliation on the ballot. All offices on the ballot are elected at-large; the City consists of one ward. All elected officials begin their respective terms on the Monday after the final Canvass is completed.

How to become a Candidate:

A person is a candidate for election if the person has publicly announced an intention to seek election to public office and thereafter has received a contribution or made an expenditure in support of the candidacy.
File a Candidate Affidavit with the City Clerk’s Office within 10 days of becoming a candidate and before circulating nominating petitions.
File a Committee Registration Form with the City Clerk’s Office within 10 days of accepting any contribution or making any expenditure.

Getting on the Ballot:

Obtain the official Nomination Petition and Instructions from the City Clerk's Office (Available in late summer 2023).
Circulation of Nomination Petitions may begin in August. No signatures may be collected prior to this date.
Collect 25 valid signatures from Westminster electors. It is strongly recommended that candidates collect more than the minimum required to account for signatures that may be invalidated.
Submit the Candidate Qualifications Affidavit
Submit the petition to the City Clerk’s office by the deadline in August.

Eligibility:

Per Westminster City Charter, § 5.1:

Resident of the City for at least one (1) year immediately prior to the last day for filing original nomination petitions for such office (August 2023).
Qualified and registered elector of the City on the last day for filing original nomination petition (August 2023), and throughout tenure of office.
No person shall be eligible for any elective office when in default to the City or to any other governmental unit of the State.
Each candidate for elective office shall file with his or her petition an affidavit that the candidate possesses the qualifications for such office. Failure to file such affidavit shall invalidate the petition.
No elective officer may be appointed to any City office or be employed by the City during the term of office for which he or she was elected or for two (2) years thereafter, provided that after the expiration of the term of office the person may be appointed as a member of an independent board or commission or fill a vacancy in the position of Councillor.

Political/Campaign Signs:

Introduction:

“Political signs” or “election signs” are not regulated as a specific class, and the City imposes no regulations on the content of signs, nor does the City make any differentiation between signs based on their content. The type of sign construction (temporary, lightweight) which is typically used for "political signs" is regulated under the Incidental and Miscellaneous Signs section of the Westminster Municipal Code (WMC), under Sections 11-11-11(B) Incidental and Temporary Signs, and 11-11-11(C) Banners.

General Rules:

Signs may only be placed on private property—not within the public right-of-way or on public property;
Under no circumstances should signs of any type, size or scale be placed over or within the public right-of-way , or positioned in such a way as to cause unsafe blind spots or visual distractions for motorists, or any other unsafe condition;
Signs may not be of any type of sign that is expressly forbidden in Section 11-11-5 of the Westminster Municipal Code (for example, a sign erected with moving parts or flashing lights);
Signs must be placed at least 100 feet away from an official polling place;
Sign-users may place up to five signs of six square feet or less in area on a single property. Each property may have up to five such signs, regardless of street frontage, plus one additional such sign for each additional 20 feet of frontage over 100 feet. Signs may only be placed on a property with the property owner's permission;
No permit is required, and no timing restrictions apply to such signs;
The City requests, but does not require, the removal of all signs within thirty days of the conclusion of the election cycle that they are associated with.

Signs Larger than Six Square Feet:

Sign users may have more and/or larger signs, however:

Signs larger than six square feet in area (or exceeding the quantity allowance) must be approved with a permit prior to placing them, and
Size and quantity limits will apply based on the type of property receiving the sign(s), and the number of sign(s) already present, and
Permit fees will apply, and
Timing restrictions will apply.
