Transparency

The City of Westminster is fully committed to financial transparency and providing the public with easy-to-access financial information. This page includes links to various financial information and documents for use by the public.

OpenGov

The City uses a dynamic financial transparency reporting tool provided by OpenGov that collects information daily directly from the City’s financial system. As part of the City's commitment to transparency, Westminster residents and businesses can access the City’s financial information, including revenue and expense information.

While source data may have been audited or subject to audit, data provided through OpenGov should be treated as unaudited. Please refer to the City’s Annual Comprehensive Financial Reports for independently audited financial statements.

Annual Comprehensive Financial Report

The Westminster Annual Comprehensive Financial Report contains an abundance of information that can be used to evaluate the city's financial condition and its operational and fiscal accountability for the year. The Annual Comprehensive Financial Report provides a comprehensive summary of the city's finances and other relevant information for the audit year, including economic overviews, financial analyses, financial statements, note disclosure, budgetary and other compliance schedules, statistical data, and single audit information.

Monthly and Quarterly Financial Reporting

Section 9.6 of the Westminster City Charter requires the City Manager to submit financial information to the City Council quarterly. In place of quarterly reports, Staff provides the City Council with a monthly City Financial Report detailing the financial results of City operations. Westminster Economic Development Authority (WEDA) is a blended component unit of the City and provides separate quarterly financial statements detailing the financial activities of each urban renewal area.

Westminster Blended Component Units (WEDA / GID)

The City of Westminster includes several blended component units, the governing boards are the same as the governing body of the City in all cases and the City has the ability to modify or approve the budgets of these entities.
