  • All golfers pay the same rate, excluding any discounted green fees such as senior, military, or junior rates.

  • Walnut Creek offers Titleist exclusive rental clubs. 18-hole rentals are $60 plus tax and 9-hole rentals are $30 plus tax.

    Legacy Ridge offers two different rental club options, including a basic and premium version. The basic options are $35 (tax inclusive) for 18 holes and $20 (tax inclusive) for 9 holes. The premium options are $60 (tax inclusive) for 18-holes and $35 (tax inclusive) for 9-holes..

  • You may apply for the Bill Credit Program once every 12 months. The Hardship Program allows for a bill credit once per water account lifetime.

  • Applicant must meet household income guidelines. Applicant has not been enrolled or renewed into the Bill Credit program within the last 12 months. Water account must have no leaks. Account must have no current late/disconnect notices, and is not currently disconnected (Bill Credit only).

  • Yes. The Leak Repair program provides plumbing repairs to ensure water conservation for owner occupied, income-qualifying homeowners. Once repairs are made via this program, homeowners will be eligible for the bill credit and/or Hardship programs. Contact 303-658-2392 to see if you qualify.

  • Yes, if you qualify for LEAP and your name is on the account, you qualify and will be automatically enrolled or reenrolled into the Bill Credit program.   • There is no fee to walk, run or ride a bike into Standley Lake Regional Park. There are free parking lots at 86th Parkway and Simms Street and 100th Avenue and Owens Street where people can park and walk into the park. These parking lots are closed and locked at sunset (official MST). There is a $7 fee to drive into the park.

  • Because of the City of Westminster’s Aquatic Nuisance Species Program (ANS), all paddle craft must enter the main entrance and check in at the gatehouse.  All paddle craft must be sprayed (decontaminated) prior to launching before each use. There is no quarantine on kayaks, paddle boards or canoes (unless on a trailer). When you check in at the gatehouse, you may purchase a daily paddle pass then staff notifies a ranger to meet you at the spray station to spray your craft (paddle craft must be inflated prior to getting the spray if it is an inflatable). You then will receive a wristband indicating you have been sprayed. You must have a wristband to launch your paddle craft. Nothing enters the water without getting sprayed every time it is used on the lake. Also, all paddle craft must come in on top of a vehicle or in the bed of a truck.

  • All paddle craft must enter the park through the main gate. When you purchase your daily paddle pass ($10) at the gatehouse, staff notifies ranger staff to meet you at the spray station to spray your craft (paddle craft must be inflated prior to getting the spray if it is an inflatable). You will be required to present your entry receipt to the ranger at the spray station. Rangers will conduct the spray using hot water (no chemicals). Once sprayed, you will receive a wristband, which indicates your paddle craft has met the ANS protocols and is clear to launch on the lake. Any person(s) utilizing paddle craft must wear a valid wristband while recreating at Standley Lake.

  • There are a couple options. There is an annual $200 paddle craft permit, which covers one paddle craft per permit. You also have the option of paying daily, which is $10 for each paddle craft. All paddle craft must be sprayed before launching onto Standley Lake in accordance with ANS regulations.

  • There must be a coast guard approved PFD available for each person utilizing paddle craft. Patrons utilizing rental equipment must wear a PFD at all times while on the water.

  • The most commonly caught are Rainbow Trout, Small and Large Mouth Bass, Walleye, Wiper, and Carp.  We also have Channel Catfish, Brown Trout, Yellow Perch, and Sunfish.

Breaks can be caused by extreme temperature fluctuation between seasons, nearby construction work, or aging infrastructure.   • Step 1: Determine if You Have a Leak

    If you received a Possible Leak Alert postcard or letter, it means that your water meter registered continuous water use for 24 hours straight. Using water for 24 hours straight usually indicates that there is a leak, but continuous water use can be caused by other things like a swamp cooler or humidifier.

    Check the water bill to see if your consumption was higher than last month, or the same month of last year.

    Step 2: Find & Fix the Leak

    Leaks can be anywhere, but in our experience, the most common source of unknown leaks are toilets and sprinkler systems because they can leak without you realizing it. Check out the tips below to find and fix common leaks.

    We get it. Leaks happen and the cost can add up. The city has a process in place to credit some of the costs incurred on your monthly water bill as a result of a leak.

    Some Things to Keep in Mind

    • Customers qualify for one leak credit billing adjustment per calendar year
    • Credit will reduce all excess charges to the Tier 1 rate
    • Credit application must be submitted within two months after leak occurred
    • Water usage must be 150% above your three-year average for the same time period
    • Leak must be fixed or the accidental use stopped
    • Credit will apply to a maximum of two bills
    • No credits to flat-rate customers (multi-family, irrigation customers)

  • Westminster's goal during any snowstorm is to keep primary and secondary streets open and safe for the public. In addition, priorities are given to streets adjacent to hospitals, police, fire/rescue squad stations, schools, RTD bus routes and dangerous intersections, hills or curves on residential streets.

    Residential streets only receive service if snow accumulations are greater than 8 inches and after the above priorities are addressed.

  • Following industry best practices, the city periodically reviews how it sets rates to cover the costs of providing service. The city conducted a Rate and Fee Cost of Service Study (PDF) in 2018 to determine the amount of rate revenues that must be recovered from each customer class. A new Cost of Service Study is being planned for 2025.

  • The city has been charging tiered, increasing block rates since 1975. At that time there were three tiers implemented. There were also different tiers and rates in the summer and winter seasons. All the tiers cost more the more a customer would use. In 1993, the city got rid of the winter/summer split and went to year-round tiers and rates.

  • Charter section 14.4 authorizes City Council to fix rates for public utility services. Rates shall not be discriminatory within any classification of users.

    Charter section 14.6 requires that utility rates be fixed so as to at least meet all the operating costs of the utility.

  • The city's water, sewer and stormwater utilities are considered as an Enterprise. City Council adopted an ordinance in 1994 establishing the water and sewer utility, and in 2015, amended and restated the ordinance to include the stormwater utility. A Utility Enterprise receives its funding from the customer charges and fees that are needed to pay for the costs of performing services. Because the utility is an enterprise, and the funding is from fees charged for the services provided to our customers, City Council has the authority to adjust the rates and fees charged by the utility, and to issue debt to fund utility projects.

  • No, the city does not offer any sort of waiver, rebate or reduction for water and sewer tap fees. Our staff specifically calculates the tap fees for every new development to ensure that development is paying for its fair share of access to the city's water and sewer infrastructure, and for access to the city's water supply. Once a tap fee is paid, that new property pays water and sewer rates just like all other customers. For redevelopment projects, credits for tap fees previously paid are part of the calculation, but tap fees are not waived or otherwise reduced; they are essential to ensure growth helps pay for growth.

  • Because the utility is considered an Enterprise, City Council can adopt the rates and fees needed to fund these services. While City Council has the legal authority to subsidize the Utility Fund with the General Fund up to a certain amount, staff believes the financial management of the city is best served when rate payers directly fund the services they receive. In addition, the General Fund has its own infrastructure needs, and the use of the General Fund to offset Utility Fund needs would limit the resources to address those needs.

  • Because we don't have sewer meters, the amount we charge our customers for sewer service is calculated based on the water used in the winter months and billed the months of January, February, and March. That is our best gauge of how our customers are using water indoors, since there is typically little outdoor water use happening in the winter months.

    The city has built and maintained a sewer system that stands ready to serve all city customers at any time. While the average single-family residential customer uses 4,000 gallons of water in the winter time, some customers have little or no water use in these months. Staff recognizes that even though some customers may be gone from their homes during a portion of the year, and others may use very little indoor water in the winter, the city must operate the wastewater system to provide that service at any time.

    To ensure that each customer pays an appropriate amount to keep the sewer system ready to provide service, all customers, both residential and commercial, pay a minimum monthly 'readiness to serve' charge that is set at an amount equivalent to a 2,000 gallon monthly charge. With water revenues, all customers pay a fixed fee to cover the operation of the water system, regardless of water use. In the wastewater system, a minimum charge provides a similar level of equity.

  • Tiered rates are an established method of recovering costs to the city's system caused by users of all usage levels, and they have been used in Westminster for more than 40 years.

    Westminster is an irrigation-season peaking utility. The water plants are sized to meet the water demand on the highest water use day in the year, generally that day is in the first half of July when about 1/3 of the demand is indoor and 2/3 is outdoor irrigation. During most of the year, that plant capacity is not required to meet demand. If there was no outdoor irrigation, the city's plants would only need to be 1/3 of the size that they were built. The more irrigation you use, the bigger the plants, water storage and pipes Westminster had to build to meet demands and greater level of service to equipment such as pumps, motors, valves and controls.

  • Duplexes using one water meter will have water allotment for two houses. For example, Tier 1 rates are up to 8,000 gallons for a single house, but for a duplex Tier 1 rates are up to 12,000 gallons. Tier 2 rates are up to 40,000 gallons for a single house (40,000 for a duplex) and Tier 3 rates are 41,000 gallons and over for a single house (42,000 and over for a duplex).

  • The city charges more for outdoor watering (Tiers 2 and 3) for a few reasons.

    • Outdoor water is discretionary water. While we all like having healthy landscaping in our yard, our highest priority water is the water we use to cook and clean.
    • It costs us more to produce water in the summer for outdoor watering. You might think that it costs the same to provide you water no matter how you use it, but when we have to produce more water for everyone who's watering their landscaping, and usually all at the same time, we need to have enough treatment plant capacity, storage and pipelines in place to get that water to you when you want it. Most of our water use is by our residents, so our utility system is built to accommodate that use. In this way, the costs for the higher water use are paid by those who are using it. Said another way, having 3 tiers of water-use pricing ensures that the costs for higher water use (e.g., the water use in Tiers 2 and 3) are not paid by those who are not using it.

  • As our city's utility system ages, more and more repairs and replacements are required. Westminster experiences some of the same increases in costs that homeowners do. Maintaining aging systems is expensive, though Westminster is able to do it and keep water and sewer rates at about average for the region.

  • The City's entire water supply infrastructure system (from water storage to treatment plants, and from pumps to pipes) must be ready to provide clean, safe, drinking water at any moment of any day. This fixed monthly charge pays for that "readiness to serve" ability for the utility, ensuring that water reliably comes out of that tap whenever you need it.

  • This fee covers the entire range of services for a stormwater utility: maintenance, engineering and construction, environmental compliance, flood control, facility inspections, cleaning up and issuing fines for illegal dumping, and overseeing construction sites.   • In order to ensure that Westminster continues to have high-quality streets, approximately $10 million is needed annually to maintain and preserve the current condition of the city's roadways. On average, Westminster budgets approximately $4.9 million per year on roadway maintenance and rehabilitation. This data-driven assessment was developed by the City's pavement management system which assesses and monitors 1,135 lane miles of Westminster roadways.

    As a part of the 2022 fiscal year budget engagement process, Westminster City Council will be considering a change to the monthly fee for roadway improvements to address this funding gap and would like feedback from potentially impacted property owners. Under the current proposed 2022 fiscal year budget, properties will be charged a $6 monthly Roadway Improvement Fee for each unit or dwelling beginning January 1, 2022. Currently, property owners are charged $6 per month based on the number of water meters serving the property.

    This proposed update to the fee structure will ensure a more equitable source of funding for critical roadway improvement projects and brings your property into alignment with how single family and townhomes are charged.

    While this fee will appear on your property's water bill, every dollar will be used to fund roadway maintenance and improvement projects such as repaving roads, updating streetlights, and other essential infrastructure work. Water infrastructure maintenance will continue to be funded by your property's water consumption fees.

  • The Lead and Copper Rule (LCR) was first issued by the EPA in 1991 as part of the Safe Drinking Water Act (SDWA). The Colorado Department of Public Health and Environment (CDPHE) is the primary state agency responsible for implementing the SDWA.

    The purpose of the LCR is to protect public health by minimizing lead and copper exposure in drinking water. Since 1991, several revisions and improvements have been made to the rule.

    This latest rule revision requires us to:

    • Catalogue and make an accessible inventory map for our community by October 2024.
    • If any water service lines are identified during the inventory as being within the parameters of the LCRR, we will create a service line replacement plan for our community by October 2024.

If lead has been detected in a customer's drinking water, it may be a result of the plumbing inside a building including household fixtures, solder, and plumbing materials. The most common sources of lead in drinking water come from water service lines that contain lead or are made from galvanized steel.

  • Galvanized steel is safe and contains no lead; however, lead can accumulate on the interior surface of galvanized steel pipes that are downstream of lead pipes or pipes that have lead solder.

  • There is no known safe level of lead exposure, and lead can build up in the body over time. Exposure to lead can cause damage to the brain, nervous system, red blood cells, and kidneys. Lead also has the potential to cause lower IQs, hearing impairments, reduced attention span, hyperactivity, developmental delays, and poor classroom performance. Pregnant women and their fetuses are especially vulnerable to lead exposure because lead can significantly harm the fetus, causing lower birth weight and slowing normal mental and physical developments. Adult lead exposure can cause high blood pressure and brain, kidney, and reproductive health issues.

  • The Colorado Department of Public Health and Environment, through the LCRR requires identification of the pipe materials for all drinking water service lines in the city using two levels of confirmation of service line material. The first confirmation of pipe material was performed during the single-family residential meter replacement program in 2019, The City confirmed that there are no lead service lines in single-family residential homes between City water mains and residential meter pits. Copper service lines were found coming into the water meter pit and leaving the water meter pit toward the home.

    Westminster has limited options for completing the second level of confirmation. Confirmation of the pipe material at a second location on the customer-owned side of the water service line, such as where the service line enters the interior of the building is the most cost-effective option. While the City has records of the system-owned service lines from the water main in the street to the customer's meter pit, there is little information available about the customer-owned portion from the water meter into the home or building.

  • The City adjusts the pH of the treated drinking water to a level that is non-corrosive (raising the pH of the raw water from as low as 7 at times during the year, to a treated water pH of approximately 8.7). The City also adds calcium to the water, which increases hardness and helps form a calcium carbonate scale on the inside of pipes. This barrier on the pipe wall helps prevent water from coming into contact with and potentially corroding different pipe materials.

  • If you suspect your home has lead or galvanized steel in the plumbing, there are a few immediate steps you can take to minimize exposure.

    • Use a water filter certified to remove lead to NSF Standard 53 for drinking and cooking. Replace the filter according to the manufacturer's instructions.
    • Use only cold water for drinking, cooking, and making infant formula. Boiling the water does not remove lead and hot water often contains higher levels of lead than cold water.
    • Run the water for two minutes at the start of the day or after the water has stagnated for several hours. You can also run the dishwasher, take a shower, or do a load of laundry to help flush water in your internal plumbing before drinking or cooking.
    • Regularly clean your faucet's screen, also known as an aerator.
    • Replace pre-2014 faucets with new "lead-free" options at locations used for drinking.

  • It's illegal to discharge swimming pool water into public space. Chlorinated swimming pool water may also not be discharged into the storm drain or ditches. Storm drains and ditches convey water directly to rivers and streams, and chlorinated water can kill aquatic life. The penalty is up to $1,000. Please select one of the following two options below for discharging swimming pool water properly.     Option 1: Drain to a Vegetated Area on Your Property

    Drain dechlorinated water to the grass/turf/or any area on your property that will allow the water to absorb into the ground, if and only if...

    • You do not cause flooding of your neighbor's property or any other adjacent property.
    • The land area is sufficient to prevent erosion and runoff into a ditch, creek, or other conveyance (i.e. storm drain).
    • You do not cause harm to the environment. This water can be used to irrigate plants, saturate dry ground, or soak into mulched areas.
    • Pool water may not be discharged into unpaved roads and alleys.

    Option 2: Dechlorinate Pool Water Before Discharging Into a Storm Drain

    Dechlorinate the pool water before draining it into the storm drain. Consider the following options for removing chlorine:

    • Simply stop adding chlorine to your uncovered pool and wait. Sunlight will help to naturally dissipate the chlorine within 10 days.
    • Chemically dechlorinate the pool water. Chemicals that will quickly remove chlorine are available through pool and spa care vendors. Follow the directions on the product label.
    • Verify water is dechlorinated with a pool testing kit (<(less than) 0.1 mg/L).
    • Pools may not be permanently connected to a storm drain or drainage channel.
    • Never discharge filter backwash to the storm sewer system.

    Pool water may be discharged to the storm drain only after all of the following conditions are met:

    • Other disposal methods (i.e. landscaping) are not possible.
    • The pool or spa is completely dechlorinated.
    • The pH of the water is between 6 and 9.
    • There is no discharge of filter media.
    • There is no discharge of acid cleaning wastes.
    • Discharge water will not pond or flow to neighboring properties.

    • Air-source heat pumps (ASHPs) are reversible air conditioners. Just like an air conditioner, in the summer they transfer heat from inside your home to the outside. In the winter they "concentrate" and transfer heat from the outside to inside your home.
    • Heat pumps provide both heating and cooling for your home, all in one unit. Heat pumps consist of an outdoor unit connected to one or more indoor units by refrigerant lines. ASHPs can use ducts to transport the warm or cool air throughout your home, like most home heating and central air conditioning systems.

    Apply for your license in the GenTax portal. Your application goes through several stages before it is fully approved. Each location must be licensed, although if they are all operating under the same FEIN, they may reside in one account.

    Additionally, you may be required to apply for a Specialty License. These license types include Amusement Machine Licenses, Security Guard Licenses, Pet Shop Licenses, and Solid Waste Removal Licenses. More details about each license type are available here.

    If you plan on selling liquor at your business, you will also need to apply for a Liquor license. For more information, please visit the liquor licensing website.

    Home based businesses will be asked to fill out a supplemental form stating their use is in compliance § 11-4-10 of the Westminster Municipal Code. Once approved, home occupation licenses do not expire.

  • The City's project team is still undergoing the final design phase for the City Park segment of this project so we are still determining the trail and recreation amenities that will come at the completion of the stream bank work. At this time, our proposed trail alignment calls for a ten-foot-wide concrete trail with a parallel, attached five-foot-wide soft trail.   • This pond has been drained to prepare for upcoming construction in this area. The pond will be removed to enable construction crews to reroute Big Dry Creek through this area and reinstate a natural curvature in the creek to help slow the water, preventing erosion. A new storm water pond will be added in this area

    Fish, turtles and other aquatic species were removed from the pond prior to draining the pond. The City and its contractor worked with Colorado Parks and Wildlife (CPW) to obtain the proper permitting and procedures. Turtles and non-native fish were donated to the Colorado Gators Reptile Park in Mosca, Colorado.

The ponds will be dry most of the time except following rainstorms. Any water in the ponds will drain via a spillway or outlet structure over the course of several days following the storm.

  • The Reclaimed Water System carries treated wastewater from the Reclaimed Water Plant to 121 irrigation customers throughout the city. Although this water is treated, it's not treated to drinking water standards, so it falls under Colorado Department of Public Health and Environment's (CDPHE's) Regulation 84.

    The essential reclaimed water system reduces the demand on the City's drinking water supply and helps us meet the City's irrigation needs during the peak usage months in the summer.

  • Wastewater that is generated south of W 92nd Avenue flows southeast to Metro Water Recovery. Wastewater that originates north of W 92nd Avenue goes to the City's Big Dry Creek Wastewater Treatment Facility. This wastewater can be treated again during the summer months for irrigation water and is part of the reclaimed water system.

  • In order to provide you with access to the city's sewer system for the disposal of your wastewater, a developer/contractor/or the City may extend the buried utilities to the property line. One reason to extend buried utilities to the edge of the road's right-of-way is to avoid having to dig up the road and disturb the pavement once it has been constructed. By installing the utilities before the road is paved, the City or a contractor can avoid costly and disruptive construction work later on.

    Even though the City installed the sewer service line to the edge of your property, you are still responsible for maintaining and repairing the portion of the line that runs from your property to where it connects with the City's sewer system, which is usually further out in the road's right-of-way. This is because, as the property owner, you are responsible for the proper functioning of your sewer service line and for ensuring that it does not cause any damage or disruptions to the City's sewer system or to other properties.

  • The City's wastewater team conducts regular cleaning and inspections of our sanitary sewer system. Crews run a closed-circuit camera through City pipes, looking for any problem areas. If the wastewater worker sees excessive roots at your service tap, they will give you a letter advising you to get your sewer service cleaned. After you do that, you will need to call us back because many plumbers just push the roots into the City's piping. We would need to send out a crew to re-clean the pipe to make sure the debris doesn't hinder any other customers.

You are responsible for maintaining the pipes that go from your home until it connects with the City's main line.   • You’ve just spotted one of the City’s vacuum trucks! Westminster regularly maintains over 400 miles of sewer pipe. Crews are often out inspecting the lines to make sure sewer water is continuing to flow away from your home. Regular maintenance helps avoid costly blockages. The vacuum truck is a vacuum and pressure washer that goes in and clears debris, grease, and roots from the line. Our closed-circuit television (CCTV) inspection vans use cameras mounted on remote control vehicles to go through the pipe and look for structural and maintenance defects.     • Tree roots can be a common cause of sewer backups. Roots naturally seek out sources of water and can infiltrate sewer lines through small cracks or openings. Once inside, they can grow and spread, causing blockages and damage to the pipes. Regular maintenance such as rodding and hydro jetting can help to clear out roots and prevent backups, but in severe cases, excavation and pipe repair may be necessary to fully address the issue. Homeowners can also take steps to prevent root intrusion by avoiding planting trees or shrubs near sewer lines and being mindful of what they flush down their drains.
    • Properly dispose of FOGG (fats, oils, grease, and grit) by placing them in a sealed container and throwing them in the trash.
    • Do not flush anything other than human waste and toilet paper down the toilet. Items such as wipes, feminine hygiene products, and dental floss should be thrown in the trash.
    • Have your sewer lateral line inspected and cleaned by a professional plumber on a regular basis.
    • Do not plant trees or shrubs near your sewer lateral line.

  • For all installations, the City requires that the new pole be designed, built, and installed in such a way that both 4G and 5G technologies are fully supported. There are spacing requirements for the poles to avoid cluttering the City's public ROW. Generally speaking, poles will be situated inline with existing street light poles. Installations must avoid driveways, sidewalks, crosswalks, right-of-way dependent facilities, (bus stops, mailboxes, manholes, etc.), and existing sub-surface and surface utilities.

    Wherever possible, installations will be located adjacent to the property line between two adjoining properties to minimize the impact for both property owners. If the carrier is replacing an existing street light pole with a light pole / small cell combination pole, then the new pole will have the same location profile (i.e. height) as the street light pole had before the change.

  • You’ve just spotted one of the City’s vacuum trucks! Westminster regularly maintains over 400 miles of sewer pipe. Crews are often out inspecting the lines to make sure sewer water is continuing to flow away from your home. Regular maintenance helps avoid costly blockages. The vacuum truck is a vacuum and pressure washer that goes in and clears debris, grease, and roots from the line. Our closed-circuit television (CCTV) inspection vans use cameras mounted on remote control vehicles to go through the pipe and look for structural and maintenance defects. Our crews use the data collected from the CCTV inspection to determine the best approach for maintaining or repairing every section of sewer pipe.

Federal Parkway Widening Project

  • The intent is to have a future second phase continuing the widening of Federal Parkway to a four-lane roadway up to 128th Avenue. There are several reasons why the full widening project was split into two phases:

    • Budget: The bridge over Big Dry Creek will need to be widened, which is a significant cost. Furthermore, the bridge itself is in good structural condition according to our biennial inspection reports.
    • Right-of-Way: The City has the necessary right-of-way to construct the widening from 120th to 122nd. A road widening north of the bridge will require the City to acquire additional right-of-way. This will take time and additional funds.
    • City Limits: Westminster's limits extend roughly to Willow Run Parkway. The remaining stretch of road north to 128th Avenue is within Broomfield's jurisdiction. There is the potential to partner with Broomfield to complete the road widening to 128th Avenue. That negotiation and agreement would take time as well.

  • According to Section 13-1-5 of the municipal code, it shall be unlawful for any person to fly an unmanned aircraft system in any park unless it is flown by a city staff member or a licensed contractor of the city as part of the performance of their duties. As well, it is prohibited to fly or operate model craft of any kind or description in any area of a park or in any body of water, except in areas set aside and posted for that purpose.

  • The City of Westminster partners with Vector Disease Control International (VDCI) for mosquito management. VDCI employs established Integrated Mosquito Management (IMM) principles and practices to dramatically reduce the number of mosquitoes in the City. The program includes practices that are environmentally sensitive and utilize a combination of cultural, biological, and chemical measures that emphasize the least-toxic approach to target and control all mosquitoes, both nuisance species and disease-vector species. The primary diseases of concern are West Nile Virus, Western Equine Encephalitis, and St. Louis encephalitis.

    VDCI's Mosquito Hotline (303-428-5908) accepts calls from the public concerning but not limited to the following:

    • Reports of mosquito annoyance areas, and/or standing, stagnant water that may indicate the presence of larval sites or harborage of adult mosquitoes.
    • No spray or opt-out process for a resident to request that no spraying be performed in front of their home. This may be used as a shut-off list that would require the operator to turn off the spray when driving past the residents identified on the list and prior notification to the resident of when spraying will take place.
    • Request for notification when spraying will be done. A resident can request to be notified when their neighborhood will be treated with adulticide spray.
    • Request for information on how to control and/or prevent mosquitoes on private property as well as educational information on mosquito-borne diseases.
    • Request health and safety information about mosquito control operations and pesticide products used in the mosquito control program.
    • Request for information on what surveillance or treatment programs are taking place within the City of Westminster.

  • Since 2013, the City of Westminster has been moving toward more sustainable park maintenance practices. On a limited basis, Park Services is repurposing outlying, under-used portions of existing bluegrass areas and converting them to a drought tolerant, native seed mix that reduces water and maintenance needs. These areas are signed to inform the public of the department's intention and to avoid the misunderstanding that the grass has inadvertently died.

    Staff estimates it will take two years to establish conversion areas to their full potential. These areas will be closely monitored for weed control and seed mix success. Scheduled over-seeding will also improve the overall look of the conversion areas. Westminster hopes to demonstrate acceptable bluegrass alternatives not only for the parks, but also for homeowners' lawns and landscaping. You too can move toward sustainable practices.

As part of the City's custom annual management plan, SoliTUDE's local team of aquatic biologists performs regular inspections of each of the city's water resources to evaluate the overall health of the aquatic environments.

  • Cyanobacteria, or more commonly called blue-green algae, are microorganisms that are frequently found in freshwater systems and can produce Harmful Algae Blooms (HABs). Some cyanobacterial HABs can threaten a pond system's chemical balance and create conditions that could be toxic to humans or wildlife.

    Recreational exposure to cyanobacteria can cause skin irritation, as well as "fever, headaches, muscle and joint pain, blisters, stomach cramps, diarrhea, vomiting, mouth ulcers, and other allergic reactions," according to the Environmental Protection Agency (EPA).

    Due to concerns in Westminster over potential cyanobacteria blooms in 2019, samples were collected at multiple ponds and lakes for water quality testing and analysis to identify algae presence. All samples tested negative for cyanobacteria, ensuring that the resources were healthy and safe for use by people, pets, and wildlife.

    In an ongoing proactive effort, the city is working with SOLitude Lake Management to identify new tools and technologies to further promote the ecological balance of water resources.

  • Westminster’s two drinking water treatment facilities, Semper and Northwest, provide water to the residents and businesses of Westminster, Federal Heights, and customers in unincorporated Jefferson and Adams counties. Semper provides drinking water for 75% of the City’s water demand and was built over 50 years ago, before modern water treatment regulations and technologies were developed. Northwest, built in 2001, has more modern water treatment technologies than Semper, and provides drinking water for 25% of the City’s water demand.  

    The new facility will allow a controlled phase-out of the aging Semper facility.

  • Continuing to operate Semper increases the risk of failure that could abruptly and severely limit the City’s ability to meet demand for drinking water Semper’s major systems are at or near the end of its service life. These systems include mechanical, electrical, structural, and piping systems. Options to renovate or rebuild Semper on site were evaluated, and building a new replacement facility at a different location was determined to be the most cost effective. The Westminster Boulevard site will have sufficient space to expand as water treatment processes and infrastructure to meet additional need and future drinking water regulations. This phased approach is a financially responsible way to maintain and replace Westminster’s drinking water treatment infrastructure and allow newer portions of Semper to remain operational for the duration of its useable life.

  • The first phase of the project will build a water treatment facility that produces 14.7 million gallons per day. This is adequate to treat current water demand and will allow the oldest parts of Semper to be taken offline. The first phase is anticipated to be built by the second half of 2028.   

    While a second phase has been considered, it would depend on future water demand.

  • The current estimate for constructing the new facility is approximately $200 million.  A Guaranteed Maximum Price contract will be presented to City Council in September 2025 prior to the start of construction.

  • The near- and long-term fiscal plan for the water utility currently includes annual rate adjustments of up to 4.5%. These adjustments support the operations and maintenance of the system, debt service obligations, and the defined 2024-2028 Capital Improvement Plan. This plan includes a new water treatment facility and other important repair and replacement infrastructure projects to ensure clean, safe, and affordable drinking water for generations to come.

  • The 2.71 acres of open space were originally acquired as part of a larger land purchase for the construction of the Westminster Boulevard bridge and roadway project. It was determined the remaining land was not needed after roadway construction was completed, and it was redesignated as open space in 2009. It is city land and can be used for a public purpose in the future. Should the property be utilized for a public purpose other than open space, the open space acquisition fund will be reimbursed pursuant to the Westminster Municipal Code.

  • After the City identified the need for a new drinking water facility, a site selection alternatives analysis was conducted to evaluate sites suitable for the construction of a new facility. The site selection process identified more than 50 sites for initial consideration. The initial site list was narrowed to nine using three categories of evaluation criteria:  

    • Community 
    • Engineering 
    • Site characteristics

    The next phase of the process further reduced the list to three recommended sites. After further consideration, the site at 98th Avenue and Westminster Boulevard was selected.

  • The new facility is not anticipated to have any strong odors associated with it because it is an indoor facility dedicated to treating drinking water. It is not a wastewater facility.  

    The dewatering basins on the north side of the property are not expected to generate any sulfur odors during normal operations. The solids that accumulate in the basins will be removed periodically, usually after a freeze/thaw, draining/drying cycle over the winter.

  • The building heights will range from 11.3 to 49.4 feet tall with an average height of 23.8 feet. The tallest building is the two-story process building. The water storage tank is designed to be on the ground, not an elevated water tower.

  • The finished waterline is sized to exceed the water treatment capacity for phase 1. An additional finished waterline will be built if new water treatment trains come online in the future. This will help create reliability in the water system and make the system more dependable in the event of water main breaks or other issues that can arise unexpectedly.

  • There will be dewatering basins on the northwest area of the property that will be filled and emptied on a cycle. Mosquito problems are not anticipated, but they will be mitigated if they occur.

  • Common milestones for construction projects are 30%, 60%, and 90% design. These indicate the level of design that has been completed to that point and are often opportunities for public or community input.   

    • 30% design – Very high-level design with major project elements defined. The project team is determining any fatal flaws, defining the scope of the project, and refining the cost estimate.   
    • 60% design – Designs of major project components are completed and refined following input from the 30% milestone. The design team confirms that the plans and specifications will meet project objectives.   
    • 90% design – Details and concepts are refined following input from the 60% milestone. This is often considered final design and all that usually remains is ensuring permits are in place prior to construction beginning.

  • The requirement to carry out an environmental assessment (EA) is necessary when acquiring federal funding for a project, and it needs to be initiated early in the process to stay on track with the overall project schedule. Initially, the City planned to pursue state and federal funding to make the best financial decisions for ratepayers.   

    After a comprehensive financial analysis was completed, it was determined that funding the project through bond issues would be the most fiscally responsible option. Because federal funding will not be used for the project, the EA is no longer required. 

    However, the City is still committed to implementing best management practices that protect wildlife and our natural resources, as it would have under the EA review. Throughout the project, the City will coordinate with Colorado Parks and Wildlife (CPW) to protect wildlife and associated habitat to ensure the project complies with CPW guidelines.
