Liquor Licenses
Liquor License General Information
In addition to obtaining a Business License, which can be obtained using our online portal, businesses that will be selling/serving liquor are also required to obtain the appropriate Liquor License.
There are several different types of Liquor Licenses:

Applying for a New Liquor License
To apply for a new liquor license:
- Complete the Required Forms:
- Select the appropriate document from Liquor Licensing Forms section below.
- Submit all required state application forms listed in the State Forms section.
- Additional Requirements:
- If applying as a partnership or individual, contact the Clerk's Office.
- A City Zoning Verification form must be completed.
- Fees must be paid when submitting the application.
- Submission Process:
- Login to your licensing account in our online portal.
- Click on "Apply for a New Liquor License" link in the Manage Supplemental Licenses box.
- Upload completed forms to this application and submit.
- City fee can be paid online or by check made out to City of Westminster. Payment can be mailed to: City of Westminster, ATTN: City Clerk's Office, 4800 W 92nd Avenue, Westminster, CO 80031.
- State fees can be paid by check (mailed with the city payment) or through the state's online payment portal.
Transferring a Liquor License
To transfer a liquor license, you must first have applied for a business license in our online portal.
- Once you have applied for your business license, login to the portal and click on "Apply for a New Liquor License" link in the Manage Supplemental Licenses box.
- The second page of the application will ask if this is a Transfer of Ownership application - Select "Yes."
- Upload a transfer application packet that includes:
- State Forms
- Completed Wholesale Affidavits (from the previous owner’s alcohol vendors).
- Temporary Permit Forms (if applicable).
- City fee can be paid online or by check made out to City of Westminster. Payment can be mailed to: City of Westminster, ATTN: City Clerk's Office, 4800 W 92nd Avenue, Westminster, CO 80031.
- State fees can be paid by check (mailed with the city payment) or through the state's online payment portal.
Liquor License Renewals
Westminster uses the state provided license renewal forms. These will be mailed to you, but blank copies are also available here Version OptionsLiquor LicensesHeadline.
- The online portal will automatically notify you when it is time to renew your license.
- When you receive the notification, login with your username and password and click on the renewal in the Action Center.
- Upload the renewal forms and submit.
- Payment can be done online or by check.
Applying for a Liquor Permit
There are three types of Liquor permits with the City.
- Special Event Permits
- Tasting Permits
- Retail Establishment Permit
To apply:
- Complete the Required Forms
- Login to your licensing account in our online portal.
- Click on "Apply for a New Liquor Permit" link in the Manage Supplemental Licenses box.
- Once in the application, select the type of permit you are applying for.
- Upload completed forms to this application and submit.
- City fee can be paid online or by check made out to City of Westminster. Payment can be mailed to: City of Westminster, ATTN: City Clerk's Office, 4800 W 92nd Avenue, Westminster, CO 80031.
