Specialty Licenses
General Information
Certain businesses operating within the city are required to obtain a Specialty License. To learn more about the available license types and how to apply, please select from the options below.
Before applying for a Specialty License, you must first apply for a Business License through our online portal. Once your Business License application has been submitted, you can log in to apply for the specific Specialty License you need.
All Specialty Licenses must be renewed annually.

Businesses with pool tables or coin-operated game machines must hold an Amusement Machine License and a City of Westminster Business License. If there are 13 or more pool tables or machines at one location, a full-time security guard is required, in addition to a full-time manager.
To Renew Existing Amusement Machine Licenses:
- You will get a reminder email 60 days before your license expires automatically from our portal. You will also receive a post card in the mail reminding you to renew 30 days before your license expires. Logon to complete the renewal.
- There are no additional forms to complete for renewal; however, you will be asked to update the number of machines attached to the license.
- The fee for this license is $40 per machine. Payments can be made online or by check.
To Apply for a New Amusement Machine License:
- Complete the Business License application in the online portal.
- Once logged into the portal, go to the Manage Specialty Licenses section and select “Apply for a New Specialty License.” Then select Amusement Machine as the license type.
- The fee for this license is $40 per machine. Payments can be made online or by check.

Pet shops operating within the city must hold a valid Pet Shop License and City of Westminster Business License. All pet shop business registrations are reviewed and approved by the Animal Management Division. An officer will make a site inspection.
To Renew Existing Pet Shop License:
- You will get a reminder email 60 days before your license expires automatically from our portal. You will also receive a post card in the mail reminding you to renew 30 days before your license expires. Logon to complete the renewal.
- There are no additional forms to complete for renewal; however, you will have an annual inspection from the Animal Management team.
- The fee for this license is $25 per year for Class A and $500 per year for Class B. Payments can be made online or by check.
To Apply for a New Pet Shop License:
- Complete the Business license application in the online portal.
- Once logged into the portal, go to the Manage Specialty Licenses section and select “Apply for a New Specialty License.” Then select the license type:
- Class A Pet Shop License: Does not allow for the sale of exotic animals. The fee is $25 per year.
- Class B Pet Shop License: Allows for the sale of exotic animals. The fee is $500 per year and a $10,000 bond is required.

Security guard businesses providing services within the city must hold a valid Security Guard Business License and a City of Westminster Business License. The city does not license individual guards.
To Renew Existing Security Guard License:
- You will get a reminder email 60 days before your license expires automatically from our portal. You will also receive a post card in the mail reminding you to renew 30 days before your license expires. Logon to complete the renewal.
- Upload the following documents to your renewal:
- An Updated Certificate of Insurance showing:
- Westminster named as additional insured for activities conducted within the City City to be notified at least 30 days prior to cancellation
- Amount of insurance carried – (Minimum coverage) Comprehensive General Liability Bodily Injury and Property Damage: $500,000 each person; $1,000,000 each occurrence
- Color Photographs of the Following OR a statement that the uniforms have not changed since the previous year:
- Badge Patch
- Uniform
- Patrol
- Vehicle
- A list of Active Clients within the City of Westminster
- An Updated Certificate of Insurance showing:
- The fee for this license is $60 per year. Payments can be made online or by check.
To Apply for a New Security Guard License:
- Complete the Business License application in the online portal.
- Once logged into the portal, go to the Manage Specialty Licenses section and select “Apply for a New Specialty License.” Then select Security Guard as the license type.
- Complete the Security Guard License Application (PDF) and attach it to your Security Guard License application.
- The fee for this license is $60 per year. New applications also require a $30 Application fee. Payments can be made online or by check.
- Get Fingerprinted through the Colorado Bureau of Investigation.
This license is for trash haulers operating within the city. Solid waste haulers providing services to residents and commercial buildings within the city must hold a valid Solid Waste/Recycling License and a City of Westminster Business License. Solid waste haulers must offer recycling services in order to conduct business in the City of Westminster.
To Renew Existing Solid Waste/Recycling License:
- You will get a reminder email 60 days before your license expires automatically from our portal. You will also receive a post card in the mail reminding you to renew 30 days before your license expires. Logon to complete the renewal.
- Upload the Solid Waste and Recycling Report (PDF) to your renewal.
- The fee for this license is $60 per year. Payments can be made online or by check.
- The yearly fee for this license is $250 for the company license, $250 for each solid waste vehicle, and $10 for each vehicle collecting recyclable materials only. Payments can be made online or by check.
To Apply for a New Solid Waste/Recycling License:
- Complete the Business License application in the online portal.
- Once logged into the portal, go to the Manage Specialty Licenses section and select “Apply for a New Specialty License.” Then select Solid Waste as the license type.
- Complete the Solid Waste / Recycling License Application (PDF) and attach it to your Solid Waste License application.
- The yearly fee for this license is $250 for the company license, $250 for each solid waste vehicle, and $10 for each vehicle collecting recyclable materials only. Payments can be made online or by check.
If your business is a food truck, there are a few additional steps that need to take place before you apply for your business license.
- Get a Food Retail License through the county. The contact numbers for Jefferson and Adams County are below:

- Adams - 303-659-2120
- Set up an inspection with the Fire department by calling 303-658-4500. The fire department will ask for:
- A copy of current up-to-date fire suppression system service/inspection.
- A current tagged fire extinguisher with needle in the green.
- A current up-to-date county food truck license from your home county.
- Sometimes a smoke detector, CO detector, propane detector if applicable.
- Complete the online license application in the online portal.

Short Term Rentals rentals are required to have a business and a Short Term rental license.
