Parking
The Community Services Community Preservation staff manages all city-owned parking facilities, including on-street parking spaces. The parking management team also administers all parking citations issued in the City of Westminster and responds to parking violation complaints.
The State of Colorado issues license plates and placards to qualified persons with disabilities to park in reserved parking spaces. Disability parking is provided to ensure that individuals requiring additional spaces to enter or exit their vehicles have the needed spaces and provide parking as close to the main entrance of a facility. The disability privilege allows a qualifying individual to park in any space marked with the International Symbol of Access.
House Bill 18-1285 - Remuneration Exempt Disability Parking Placard
House Bill 18-1285 creates a remuneration-exempt identifying placard that exempts an individual with a disability from paying for parking at parking device if the disability limits the individual's:
- Fine motor control in both hands
- Ability to reach a height of 487 inches from the ground due to lack of finger, hand, or upper extremity strength or mobility; or
- Ability to reach or access a parking meter due to the use of a wheelchair or other ambulatory device

Valid out-of-state disabled placards/license plates are honored in Westminster and throughout Colorado.
Downtown Parking Garage
Located on the corner of Eaton Street and 89th Avenue with 883 parking stalls, ten electric vehicle stations, over 50 bike parking spaces, and a complimentary first four hours of parking.
The garage is a publicly-owned Parksmart-certified facility, which is a green building certification program that defines high-performing, sustainable garages to reduce environmental impact, increase energy efficiency, provide better lighting and ventilation, and promote alternative modes of transportation. The garage will be followed by several others in the Downtown to provide convenient public parking throughout the area.

- A1 lot: 180 spaces. 50 reserved spaces for Origin Hotel guests only
- A3 lot: 336 spaces | 5961 Central Avenue Access to Parking for ALAMO DRAFTHOUSE and the general public

Westminster Station Transit-Oriented Development
Westminster Station Parking Garage
Located on the corner of Hooker Street and Westminster Station Drive.
Levels 2 - 4 are temporarily closed due to low utilization.
RTD parking rates apply to all patrons using this facility.

The City of Westminster promotes and encourages the use of Electric Vehicles and has installed multiple EV charging stations throughout the City. Residents and visitors can charge their electric vehicles for up to four hours at the following locations:
- Downtown Westminster Parking Garage (8855 Eaton Street)
- 5850 Central Avenue (On-street Charger)
- Westminster City Hall (4800 W 92nd Avenue)
Electric vehicle charging is currently available free of charge for users with a ChargePoint membership. This policy is subject to change to address customer demand and station availability. Visit Chargepoint for more information on charging fees and creating an account.
The City of Westminster defines an abandoned vehicle as "A vehicle left unattended on any portion of a street, highway, or public thoroughfare for a period of 24 hours or more unless the owner or operator thereof has conspicuously affixed thereto information indicating their intention to return to the vehicle or has otherwise notified the Police Department or Community Services Department of their intention to remove the vehicle.

Booting / Towing
If your vehicle has been booted, immobilized, or towed please follow the directions on the immobilization/towing notice attached to your vehicle or contact us directly.

On-street Public Parking where payment is required is $1 an hour or $.25 for every 15 minutes. You'll need your license plate number. Take a picture and you'll be on your way within minutes!

Visit Passport Parking and follow these steps to get started:
- Download the App. Create, register, and verify your account.
- Find your Zone. Look for the unique zone number on Passport Parking signs and decals.
- Pay. Enter your session information and choose a payment method. Manage on the Go. Receive alerts and send email receipts of your parking session

Citation Cost
Most parking violations are $30 but can be more depending on the type of violation. Violations must be paid or appealed within 21 days of issuance. After that 21-day period, additional fees apply.
Immobilization
The City of Westminster uses two types of immobilization devices: the barnacle and the traditional parking boot.
- Call 720-263-9120 or pay online to release the barnacle device from your vehicle. This device securely attaches to the vehicle's windshield using 1,000 pounds of force.
- Call 303-658-2435 for assistance to remove a boot from your vehicle after all pending citations have been paid.
Once a vehicle has three or more outstanding parking violations, it is eligible for immobilization and the owner will be issued a notice of immobilization. The owner may dispute the validity of the notice within 21 days and ask for a review.
Dispute a Parking Citation
Step 1 - Administrative Review
The first step in disputing a parking citation is an administrative review. This review is intended to screen citations issued by error where the respondent is not at fault. If you feel you were issued an invalid citation, you can dispute the citation online or by mail.

Step 2 - Administrative Hearing
If your citation is not dismissed in Step 1 and you wish to contest the result of the administrative review, you can request a hearing with an Administrative Hearing Officer. All rulings by Administrative Hearing Officers are final. To schedule a hearing call 303-658-2435 or email us.
