Home-Owners Association (HOA) Resource Hub
This resource hub helps HOAs connect with the City, navigate common questions, and find tools for neighborhood success. This is a new program created to provide HOAs with a clear point of connection to the City, offering guidance, answering questions, and helping communities navigate local processes with confidence.
This program is not intended to replace HOA governance or decision-making, but rather to support, inform, and coordinate. Whether an HOA needs help understanding City code, connecting to the right department, staying informed on nearby development, or simply finding the right place to start, the HOA Resource Hub is here to help.
The program includes a dedicated HOA Liaison to serve as a consistent point of contact, assist with navigation of City resources, and support collaboration when questions arise.

The new HOA support program will be a growing and evolving experience with new information and details added as we better learn how we can serve and support the HOAs throughout our community. For those interested in funding for sustainability enhancements, the City of Westminster provides funding and technical support for HOAs seeking to improve their water efficiency, shift their landscapes away from water-hungry turf grass, and implement vital sustainability projects. Does the City enforce HOA rules?
No. HOA covenants and rules are privately enforced by each association.
Do I need City approval to do work on my house, or just my HOA?
This varies depending on the nature of the work. For more information, please visit the Permit / Project page.
My community wants to hold a block party. What do we need to do?
A Special Event Permit will be required. For more information, please visit the Special Event page.
Can the City help resolve HOA disputes?
We can provide guidance and connect you to resources, but cannot mediate private disputes.

Can someone from the City attend HOA meetings?
Yes, the HOA Liaison can join meetings by request, subject to availability.
We have a problem with homeless encampments within our subdivision/adjacent to our subdivision. What can we do?
If the problems you’re experiencing have to do with:
- Active vandalism, violence, threats, or intimidation: call 9-1-1
- Active trespass: call 9-1-1 or non-emergency dispatch at 303-658-4360, if not an immediate concern or hazard
- To make the City aware and work to provide resources for those involved, submit a request on Access Westminster.

This map will show the boundaries of the reported HOAs throughout the City. Along with these boundaries is up-to-date information for specific contacts and details for the HOAs. If you don't see your HOA listed, or the information is incorrect, please contact the HOA Liaison to let them know.
