Safer Sidewalks, Curbs, and Gutters for Your Neighborhood
Crews will be in your area smoothing sidewalks, removing cracks that might have formed in your gutters, and fixing areas where water has started pooling. Spray paint will mark the areas scheduled to be fixed, so if the area in front of your home is marked, please read through this brochure so you can know what to expect. We appreciate your patience as we work to improve your neighborhood.
Why Do We Replace Concrete?
- The concrete has lifted or separated and has become a safety or traffic hazard
- The concrete has deteriorated, and the material beneath has come loose
- Water has gotten deep into the concrete through major cracks, compromising its safety
- The gutters no longer do their job, and water has begun pooling into the streets or sidewalk
How to Prepare for the Project:
- If you see spray paint marking the concrete in front of your home, that means it will be replaced.
- Before work begins, please remove any decorations and landscaping that’s within 12 inches of the sidewalk. Crews will do their best to not damage plantings like flowers and bushes, but it’s best to remove them and replant them when the work is done.
- If the contractor thinks your bushes or retaining wall are in the way, they will try to talk with you before beginning work, but because they might not be able to reach you, removing/trimming the area is advised.
- Please be advised that the concrete project, due to its nature and the necessary construction activities, may potentially impact nearby trees, including their limbs, branches, and root systems. While precautions will be taken to minimize disruption, some damage is possible. The contractor and the City are not responsible for any damage to private trees, and property owners should take steps to protect their trees if concerns exist.
- We won’t replace any decorations or landscaping that gets damaged while crews are working, but if they do disrupt your lawn, the contractor will put down topsoil to allow grass to grow back naturally.
- Please mark all of your sprinkler heads in the area so crews can see them and can do their best to avoid damaging your irrigation lines while working.
- Please delay watering your lawn for up to four hours after new concrete is poured to so the concrete can set.
- You can return all landscaping materials back after the concrete work is done.
What to Expect After Concrete is Poured:
- Please do not walk or drive on concrete for three days so it can cure correctly, minimizing issues in the future.
- Please test your sprinkler system after the concrete has cured.
- If you notice any damage, let the contractor know as soon as possible so they can fix it
- Weather permitting, repairs will be made within seven business days of concrete replacement
- You will not be reimbursed if you have a 3rd party repair your sprinklers
All replaced concrete will be ADA compliant and will be restored to its proper grade. When finished, this may mean your driveway and/or sidewalk won’t line up exactly with the new concrete. It will be the homeowner’s responsibility to level the concrete that is outside of the City’s right-of-way, if the homeowner wants it leveled. Asphalt paving is placed on our streets when we have exhausted all other preventative maintenance options. Typically, this occurs when the asphalt surface shows excessive deterioration. We will grind down the existing pavement a few inches and replace it with new asphalt. This is called a mill and overlay. If there is more deterioration than the top few inches, we will reconstruct the street by removing all the asphalt, inspecting and recompacting the dirt below, and placing new asphalt on the street.
Typical asphalt paving takes place from May through October, weather depending.

What to Expect During Paving
- You will NOT be able to go in or out of driveways when the road is closed and paving is in process.
- If you need to leave your home during the hours of paving, it is recommended that you plan ahead and park your car on nearby streets without "no parking" signs.
- “No Parking” signs will be placed at least 48 hours before work begins
- Expect noise, tar-like odors, and large equipment
- Fresh pavement is hot, oily, and extremely sticky. Please keep off new pavement if you are walking, especially with dogs, as the oil and pavement can hurt and is difficult to remove from fur, feet, clothes, carpets, and cars
- Emergency access for residents will be maintained at all times during construction

Crack Sealing is used to seal the cracks to protect from water intrusion and other damaging factors. This is one of the City's most cost-effective preventative maintenance strategies in reducing asphalt deterioration and prolonging pavement life. Work begins in early October as temperatures cool down and will continue through the winter months until April/May. The work is completed during the cold temperatures to allow the cracks to be at their widest for better sealing. Residents on the affected streets will see "No Parking" signs placed 48 hours prior to work starting.
Hot applied chip seal is a combination between a liquid asphalt emulsion and a thin layer of open graded friction course (rock). This process provides a durable surface and waterproof membrane that will improve the existing asphalt.
Crews will be out laying hot applied chip seal as soon as June 6, 2025. We hope to have the work completed by June 16, 2025, depending on the weather.
Crews will be working in the following areas:
- 124th Ave. Huron St. to Pecos St
- 108th Cir. 108th Ave. to 108th Ave.
- Alkire St. North City limits to 96th Ave.
- 96th Ave. Alkire St. to Indiana St.
- Alkire St. 96th Ave. to South City Limits
Slurry seal is a thin restorative surface treatment that does not require milling and extends the useful life of asphalt by keeping air and water out and stopping oxidation.

Crews will be out making concrete repairs beginning as soon as April 28, 2025. Here's what residents can expect during construction:
- Work hours will be from 8 a.m. to 4 p.m.
- "No Parking" signs will be placed on your street at least 48 hours before work is set to begin.
- You will be able to walk and drive on the concrete as soon as the cones and tape are removed.

Any civic-minded group or individual is welcome to adopt a street. The Adopt-A-Street Program requests each group sign up for a one-year commitment, which can be renewed annually. Each group will be supplied with an ample amount of reflective vests to be worn during their clean-up times and orange bags for the groups to use in the collection of trash/debris.

CDOT maintains the following roadways (map of CDOT Roadways in Westminster (PDF)).
- 120th Avenue (from Sheridan Boulevard to I-25)
- Wadsworth Parkway (from 88th Avenue north to 108th Avenue)
- Federal Boulevard (from 68th Avenue north to 120th Avenue)
- U.S. 36 (Boulder Turnpike)
- Sheridan Boulevard (from 69th Avenue north to 88th Place)

Our previous street sweeping contractor is no longer operational. Thank you for your patience as we work to partner with a new street sweeping contractor.
The annual city street sweeping rotation begins in April of each year. Crews do their best to remain on schedule, but please note that sweeping schedules can change due weather or equipment issues.
- Spring/summer (April through mid-October): Each City-owned street is swept 3-4 times.
- Fall (mid-October through mid-November): Our goal is to sweep all City-owned streets at least once during this period.
- Winter (mid-November through mid-April): Our goal is to sweep within four days after each snowstorm ends, which is in compliance with local guidelines. However, extremely cold weather and/or continuous snowstorms could delay sweeping. We do not sweep residential streets after a snowstorm, however we attempt to sweep all residential streets at least once from mid-March to the end of April.

Helpful tips for street sweeping
- Please do not rake or blow leaves and/or grass into the street. It is against Westminster Municipal Code 8-11-8D to do so.
- Trim trees and shrubs to a height of 12 feet above the curb to avoid damaging equipment. The street sweepers will sweep around low hanging branches.
- Trim shrubs and vegetation back from the curb. The street sweepers will sweep around vegetation that overhangs the curb and is in the gutter area.
