Uplands Park & Open Space Master Plan
The City is launching a master planning process to guide the future development of parkland and open space within the Uplands residential community. This effort will combine community feedback with the PRL Vision Plan to help ensure new parks and open spaces reflect community priorities while serving residents for generations to come.
Project Overview
The City has acquired approximately 40 acres of public parkland dedication within the Uplands residential development to serve future active and passive recreation needs. Seven parcels, ranging in size from 2 to 11 acres, are distributed throughout the community and provide a unique opportunity to create an interconnected system of neighborhood- and community-focused park spaces.
Project Goals
Develop a Unified Park Vision
Create a cohesive framework that connects all seven parcels to the broader Westminster parks and open space system, while recognizing the unique opportunities and constraints of each site.
Balance Active and Passive Uses
Identify appropriate locations for amenities such as sports fields, playgrounds, courts, and multi-use turf areas, while preserving space for natural areas, trails, and quiet recreation.
Enhance Community Connectivity
Incorporate trails, sidewalks, and bicycle connections that link neighborhoods, schools, and surrounding open spaces to improve accessibility and encourage active transportation.
Support Youth and Adult Recreation
Plan flexible recreational spaces that respond to input from local sports leagues, schools, and community organizations.
Preserve Natural Features and Views
Respect existing topography, drainage patterns, and natural habitats, and integrate sustainable design practices into future development.
Engage the Community
Continue public and stakeholder engagement throughout the planning process to ensure the final master plan reflects community priorities and values.
Project Timeline
December 2025
Project kickoff meeting with design consultant Design Concepts Landscape Architecture (DCLA).
January 28, 2026
Stakeholder meetings held with:
- Builders and developers of the Uplands residential project
- Educators representing area schools
- Representatives from local youth and adult sports leagues
March 11, 2026
Community Open House to gather public input.
May 2026 (Anticipated)
Completion of the Uplands Parks & Open Space Master Plan.
