Westminster Spearheads New Community-Focused Open Space Ecosystem Management Plan
The City of Westminster is developing a comprehensive Open Space Ecosystem Management Plan to address the evolving challenges of natural resource management. The 2010 Natural Resource Management Plan, including the 2005 Prairie Dog Management Plan, is outdated, and a more effective approach is needed one that manages open space from an ecosystem perspective and reflects current best practices and scientific understanding.
Ecosystem-based management (EBM) is considered the most effective method for enhancing biodiversity and improving the visitor experience. This plan will apply adaptive management principles, integrating monitoring with management actions and refining practices based on scientific best practices and community feedback. It will assess the ecological health of natural areas and provide prioritized recommendations for the preservation, restoration, and maintenance of native plant communities, as well as wildlife conservation and management.
The City has partnered with Matrix Design Group to leverage their 25+ years of experience in program management and ecological restoration. Together, they will address the complex and dynamic challenges of managing natural resources in open spaces while integrating public and stakeholder input to ensure ecosystem management is targeted to community needs.
Community Engagement
Ecosystem management intersects with recreation, maintenance, and neighborhood identity. The community engagement strategy will utilize a variety of online tools, in-person meetings, and multi-faceted techniques, upholding the values of inclusivity, transparency, and accessibility across all demographics, geographies, and cultures. Three distinct approaches will be used to maximize community engagement:
- Advisory Committee Workshops: These workshops will empower trusted local voices including City staff, key community ambassadors, and project stakeholders to share information and gather input using prepared materials and training.
- Focus Groups: These sessions will bring together representative members of the public and City staff for open discussions on priority issues, ensuring stakeholders remain engaged throughout the entire project process.
- ID Places: A Matrix-developed interactive online mapping tool that allows residents to comment on specific locations within their community via mobile device or desktop identifying assets, challenges, and opportunities in real time. This tool captures insights that traditional questionnaire methods cannot.

This planning process will run from January 2026 through fall 2026.
