Community Safety & Programs

The Westminster Police Department acknowledges that properly installed, well-maintained and appropriately utilized alarms are beneficial to crime prevention. We utilize an "Informed Response" strategy in order to help our department cut back on the hundreds of hours our officers spend each year responding to false intrusion alarms. This strategy frees up police time to respond to actual break-ins and other emergencies.

The alarm company receiving the original intrusion signal from the residence or business will contact the owner of the alarm prior to contacting the Westminster Police Department. After the alarm company has contacted the alarm owner or attempted to make contact, a call may be placed to the police department dispatch center, if needed. The intrusion alarm will be broadcast to the police officers working on duty, but a police response to the intrusion alarm will only occur if one or more of the following conditions exist:

• Someone has witnessed an intrusion
• Two different alarm zones have been activated such as a perimeter window or door alarm sensor AND a motion, heat, or other sensor
• All other intrusion alarms will be broadcast to the police officers working, and officers will have the informed discretion to respond based on their knowledge of the beat they are working, crime trends, serial burglaries, etc.

The Blue Envelope Program is a community-focused initiative designed to improve communication between law enforcement and individuals with a condition or disability who may require additional accommodations or awareness during a first responder interaction (traffic stop, etc.). 

Program Details 

Participants use a blue envelope provided by the Westminster Police Department to store essential documents (vehicle registration, insurance, etc.) in addition to any important information or instruction that may help officers better understand their needs.  

Westminster Police Department officers have completed the Pulse Line Collaborative Training (PLCT), which focuses on education and best practices to foster positive communication with individuals with disabilities. 

The Blue Envelope Program does not exempt participants from following the law. Officers may still use necessary safety actions. 

Participation 

• Participation in the Blue Envelope Program is free and voluntary. There is no registration requirement, and no information is stored.
• Blue envelopes are available upon request at the Westminster Public Safety Center located at 9110 Yates St, Westminster, CO 80031.
• It is recommended to place the blue envelope in the glove box of the vehicle.
• Let the first responder know you will be handing them the blue envelope when the interaction begins.

The Amber Alert program empowers law enforcement, the media and the public to combat child abduction by sending out immediate, up-to-date information that aids in the child's safe recovery.

• Amber Alert can only be activated by law enforcement agencies through the Colorado Bureau of Investigation.
• Amber Alert is intended only for the most serious, time-critical child abduction cases.
• Amber Alert is not intended for cases involving runaways or parental kidnapping, except in life-threatening situations.

Amber Alert Criteria

• The abducted child must be 17 years of age or younger.
• The abducted child must be in immediate danger of serious bodily injury or death.
• There must be enough descriptive information to believe a broadcast will assist or aid in the recovery.

If you witness child abduction or have information regarding a current Amber Alert, call 911. Take note of important information to help law enforcement, such as the description of the child and the suspect, the location of the event, a description, and the license plate number of any vehicles involved.

E-Bike Safety 

The City of Westminster is home to tons of trails and parks widely used by residents and visitors. E-bikes (electric bicycles) have become increasingly popular, but before you purchase one, make sure you know the different classifications and rules.

All E-Bikes are allowed on roadways and must follow the rules of the road. The City only allows Class 1 & Class 2 E-Bikes which are limited to motor assist up to 20 mph on sidewalks, trails and in parks. 

Currently, the City of Westminster does regulate E-Bikes consistent with Colorado Revised Statutes 42-1-102 (28.5).

What is an E-Bike? 

An E-Bike (electric bicycle) looks like a regular bike, but has an electric motor (cannot exceed 750 watts of power) to assist the rider. 

What are the three types of E-Bikes? 

There are three types of E-Bikes (Class 1, 2 and 3).  

Class 1 E-Bikes

• Motor assist when pedaling up to 20 mph
• Allowed on roads, sidewalks, trails, and in parks
• No age restriction

Class 2 E-Bikes

• Motor assist up to 20 mph, no pedaling required
• Allowed on roads, sidewalks, trails, and in parks
• No age restriction

Class 3 E-Bikes

• Motor assist when pedaling up to 28 mph
• Not allowed on sidewalks, trails, and in parks
• Riders must be 16+ and helmets are required if under the age of 18

What types of E-Bikes and E-Scooters are allowed on trails in Westminster? 

Class 1 and 2 E-Bikes are allowed on multi-use paths and trails where traditional bicycles are permitted. Electric scooters that weigh less than 100lbs and are powered by an electric motor with a maximum speed of 20 mph are allowed on roads, sidewalks, trails, and in parks.

Traffic flow and individuals using outdoor spaces shall maintain a safe speed at all times. Traffic flow of individuals using or approaching community buildings shall not exceed speeds of five miles per hour. What is NOT allowed on trails in Westminster? 

Class 3 E-Bikes are not allowed on a bicycle or pedestrian path where traditional bicycles are permitted.

Off-Highway Vehicles (dirt bikes, ATVs, side by sides) are not allowed on roads, trails, sidewalks, and in parks. Dirt bikes may be "street legal" if fully registered, equipped and operated per law. See Colorado Revised Statutes 33-14.5-101 (3) and Colorado Revised Statutes 33-14.5-108.

Toy Vehicles (minibikes, pocket bikes, Go-Peds) are not allowed on roads, trails, sidewalks, and in parks. See Colorado Revised Statutes 42-1-102 (103.5)(a).

Golf Carts are not allowed on roads, trails, sidewalks, and in parks. See Colorado Revised Statutes 42-1-102 (39.5).

Other High-Power Electric Vehicles (oversized e-bikes or scooters may be considered motorcycles if their power exceeds 4,476 watts) are not allowed on roads, trails, sidewalks and in parks. These types of vehicles may be "street legal" if fully registered, equipped and operated per law.

The Colorado Household Medication Take-Back Program is now expanding with the goal of establishing at least one permanent collection location in every Colorado county. All locations can accept prescribed controlled substances (e.g. Percocet, Vicodin, Xanax, Ritalin, and Adderall), along with other prescribed and over-the-counter medications. On the first Tuesday of every August, the City of Westminster joins forces with thousands of communities nationwide to celebrate National Night Out. Citizens, police and fire personnel, businesses, and community leaders come together to communicate with each other and unite against crime.

Neighbors gather for ice cream socials, backyard barbecues, and potluck dinners in a variety of locations. Westminster City Council, police officers, and firefighters visit these gatherings to socialize and answer questions.

National Night Out is designed to heighten crime and drug prevention awareness, bring neighbors together and strengthen neighborhood spirit, make neighborhoods safer, promote positive partnerships between police and the community, and generate support for local anti-crime programs.

A total of 28 neighborhoods participated in the 35th annual National Night Out in 2018. The 2026 National Night Out will be held on Tuesday, August 4, 2026. Neighborhood Watch is a national program that encourages neighborhoods to work cooperatively with their police departments to reduce crime and improve the quality of life in neighborhoods.

The Westminster Police Department will assist you in developing your Neighborhood Watch program, but its success relies on the commitment of the organizers. Learn more or establish a Neighborhood Watch program (PDF).

Police Dispatch will automatically alert officers to a residential or business alarm that has been identified as a panic or duress alarm. This type of alarm system is used or activated during robberies or similar incidents when police services are needed in an emergency.

If you have an alarm system, make sure everyone who has a key or knows the entry code; can make a lawful entry, is aware of how the system works. If the system or operator is new, practice the proper procedure for arming and disarming the system.

The Community Services Department responds to all parking violations, including illegal parking, expired plates, abandoned and inoperable vehicles, RVs and trailers.

The Public Safety Open House is hosted annually during the summer at the Public Safety Center (9110 Yates St, Westminster). 

This is a day to meet with local first responders and learn more about essential safety resources for the family.

The goal of the Ride Along Program is to acquaint Westminster residents and business owners with their Police Department in a continuing effort to promote community/police understanding and cooperation. The minimum age for the program is 16. A parent or guardian of minors under the age of 18 must sign a parental release form.

There are currently eight patrol teams from which an applicant can request a ride along. All rides are scheduled for four hours. Please see the Ride Along application for team schedules and limitations regarding scheduling.

The Westminster Police Department Community Service Division can assist local businesses and residents in a security site analysis of their home or business to inform the owner of any needed adjustments to make the building more secure. The owner would be given advice on such things as lighting, doors and locks, and landscaping. The Events & Engagement Team can schedule tours of the police department for groups of children who are interested in learning more about the functions and responsibilities of the department. The guided tour lasts about 30 minutes. Program Description

The Westminster Police Department Auto Theft Prevention & Recovery Program provides residents with the resources and knowledge to reduce the risk of auto thefts. The program’s “Westy Trax” initiative offers free vehicle trackers to community members to aid in the recovery of stolen vehicles. 

• Participants will receive a free tracker (Apple AirTag or Tile)
• WPD will install the tracker in a pre-determined location in the participant's vehicle
• Participants will follow steps to register tracker
• WPD will NOT have access to the tracker's location
• If vehicle is stolen, participants must contact WPD and provide the tracker's location
• Participants will be required to monitor and/or replace tracker battery

In addition to a free tracker, participants will receive:  

• CATETCH kits to prevent the theft of catalytic converters and assist in their recovery
• CLUBS – Anti-theft steering wheel lock device
• Warning decal for vehicle

Participant Eligibility & Registration Form 

Participants must live and/or work in Westminster and meet ONE of the following requirements: 

• Recent auto theft victim
• Own a vehicle on CATPA’s Top 10 Most Stolen Vehicles list

To participate in the program, the registered owner of the vehicle must complete an online registration form and schedule an appointment ahead of the installation event on June 21, 2025.

Prepare for Your Appointment 

Participants must arrive on-time for their installation appointment at the Public Safety Center located at 9110 Yates St, Westminster CO, 80031 on June 21, 2025. The registered owner of the vehicle must be at the appointment with their vehicle, and is required to bring a valid driver license, vehicle registration card and proof of insurance. 

Participants must bring their smart phone or personal device to their appointment in order to pair the tracker. If you request an Apple AirTag, please ensure that your iPhone's software is updated. If you request a Tile Tracker, please install the Tile app from the App Store or Google Play and create an account prior to your appointment. 

Registered participants will receive an email with further instructions a week before the event.
